1. Training of foreigners and non-citizens is carried out according to the “Law of Ukraine on the Legal Status of Foreigners and Non-Citizens”, by the decree of the Cabinet of Ministers of Ukraine dated 05.08.98 ¹ 1238 “About ratification of the regulation about admission of foreigners and non-citizens to Higher Education Institutions” by the order of Ministry of Education and Science of Ukraine dated 12.08.03 ¹ 544, by the Decree of the President of Ukraine dated 25.03.94 ¹ 112/94 “About the Measures of Economic Cooperation Development between Ukrainian regions and the adjoining boundary regions of the Russian Federation”, by the Decree of the President of Ukraine dated 03.06.94 ¹ 271 “About the Measures of Economic Cooperation Development of Ukrainian regions with the adjoining regions of the Republic of Belarus and with the administrative and territorial units of the Republic of Moldova” by the decree of the Cabinet of Ministers dated 26.02.93 ¹ 136 “About Education of Foreign Citizens in Ukraine” (reviewed) and dated 05.08.98 ¹ 1238 “About ratification of the regulation about admission of foreigners and non-citizens to Higher Education Institutions” and by the Law of Ukraine “About Higher Education” ¹ 2984 dated 17 of January 2002.
2. In order to get an official invitation and visa support to study at LTSNU a foreigner should submit the following documents with notarially certified translation to the Center for International Cooperation:
- a copy of the passport;
- a copy of the education certificate (secondary, higher) with an extract of the subjects and examination marks.
3. Foreigners, who are granted the state scholarships according to international agreements, national programmes and other international obligations of Ukraine, are enrolled for education on the basis of a directive of Ministry of Education and Science of Ukraine within the limits of state order and based on the results of entrance examinations held at the University from June, 1 till November, 15.
4. Foreigners of Ukrainian origin, who got a directive for education from Ukrainian national and cultural societies, when applying to Higher Education Institutions of Ukraine for such majors as “Pedagogical Education”, “Arts”, “Liberal Arts”, “Journalism and Information”, “Social and Political Sciences”, enjoy the same rights for getting education as Ukrainian citizens do, including the entrance through the state order. They choose whether to enter the contest for enrollment with the quantity of points indicated in their Certificates issued by the Ukrainian Center for Education Quality Evaluation or with the quantity of points they get having taken their examinations.
5. When entering other majors (specialties) foreigners of Ukrainian origin, who get a directive from officially registered Ukrainian national and cultural societies, enjoy the same rights for getting education as the Ukrainian citizens do, if they participated in international olympiads in general education disciplines, entrance examination in which is determined as profile for entrance for the chosen major (specialty).
6. Foreigners and non-citizens submit the following documents to the Admission Committee:
- a filled-in application form;
- a copy of Education Certificate and subjects' marks;
- a document certifying HIV absence if other is not stated by international Agreements of Ukraine;
- Medical certificate legalized by Official Health Protection Organ of a foreigner and non-citizen native country and issued not later than 2 months before his/her leave for study to Ukraine . If foreigners' and non-citizens' transfer from other higher educational institutions of Ukraine to LTSNU or in a case of the second arrival in Ukraine , Medical certificate of 086-0 form (original or its legalized copy) is to be submitted. During transfer from Preparatory Department to the first course of Bachelor or Master Programmes, foreigners and non-citizens pass a regular medical check in LTSNU according to the schedule established by Faculties and Institutes;
- an Insurance for urgent medical aid (except foreigners and non-citizens who are given free of charge urgent medical aid according to international Agreements);
- a copy of the Birth Certificate;
- 6 photos (4x3cm);
- a return ticket with an open date valid for 1 year;
- a copy of a receipt certifying payment for the first semester for students who are to study at Bachelor, Specialist or Master Programme. Payment for the first semester is made before September, 1, for the second semester – before January, 1. Payment for the study at Preparatory Department is made for the whole year at once;
- a copy of passport (the page with Ukrainian visa).
7. Foreigners and non-citizens applying for studying at Specialist, Master, Doctoral or Postdoctoral Programmes should submit documents about the obtained Degree in foreign countries. These documents are obligatory nostrificated. This procedure is done by Ministry of Education and Science in accordance with the established procedure. Nostrification of these documents is realized by the Center for International Cooperation during the first year of foreigners' and non-citizens' study.
8. Foreigners and non-citizens enjoy the same rights as Ukrainian applicants when submitting documents to Admission Committee. Enrolment is carried out on the basis of interview results and the Agreement concluded between the applicant and LTSNU.
9. All foreigners and non-citizens have to come up to the Center for International Cooperation in order to settle down their registration issues within three days.
10. Foreigners and non-citizens who are enrolled to the University get a student card within 40 days.
